Pursuant to adjournment, the House was called to order by Speaker              
Phillips at 10:24 a.m.                                                         
                                                                               
Roll call showed 33 members present.  Representatives Kubina, Kott,            
MacLean, Green, Austerman and Masek had been previously excused                
from a call of the House today.  Representative Sanders was excused            
due to illness.                                                                
                                                                               
The invocation was offered by the Chaplain, Father Peter Gorges of             
the Roman Catholic Church.  Representative Parnell moved and asked             
unanimous consent that the invocation be spread on the journal.  There         
being no objection, it appears below:                                          
                                                                               
"Lord God, we never seem to have enough money.  Its                           
influence reaches into almost everything we touch ... almost                   
everything.  From the family circle, to the halls of                           
Washington, income and expense are major considerations.                       
                                                                               
Lord, You have blessed our state with abundant resources.                     
And, the people of this state have elected us to represent their               
financial interests in this chamber.  Those same people expect                 
us to manage their financial interests in such a way, that it                  
does not compromise their moral values.                                        
                                                                               
Lord, those people come from different backgrounds, with                      
different interests.  We are here this morning as men and                      
women representing all of them.  Senator Stevens will be here                  
this morning, to tell us how he is representing them on the
