SENATE CS FOR CS FOR HOUSE BILL NO. 482(FIN) An Act                            
relating to lobbying contracts of state-related entities and involving         
lobbying contracts of state-related entities and state procurement             
practices and procedures; and providing for an effective date which            
had been placed at the top of today's calendar (page 4129) was                 
before the Senate on reconsideration.                                          
                                                                               
Senator Donley moved that the bill be returned to second reading for           
the purpose of a specific amendment, that being Amendment No. 1.               
Without objection, the bill was returned to second reading.

	Sec. 16.51.080.  EMPLOYMENT OF PERSONNEL.  The                                
board may employ and determine the salary of an executive director.            
The executive director may, with the approval of the board, select             
and employ additional staff as necessary.  However, the institute,           
including the board and the executive director, may not employ                 
an individual to work outside the state if the individual is                   
employed at a salary that is equal to or greater than a Range 21,              
Step A under AS39.27.011.  The institute may not grant merit                   
increases unless the increases are granted as provided under the               
personnel rules established under AS 39.25.140 - 39.25.150, and                
not more than one merit increase is granted to an employee in                  
one year.  The executive director and all employees of the board are         
in the exempt service under AS39.25.
