Representative Coghill moved and asked unanimous consent that the                                   
House consider the Senate message (page 1194) received at 8:09 a.m.,                                
April 30, 2003, on the following at this time:                                                      
     CS FOR SPONSOR SUBSTITUTE FOR HOUSE BILL NO.                                                   
     "An Act making appropriations for the operating and capital                                    
     expenses of the state's integrated comprehensive mental health                                 
     program; and providing for an effective date."

There being no objection, it was so ordered.                                                        
Representative Coghill moved that the House concur in the Senate                                    
amendment to CSSSHB 76(FIN), thus adopting SCS CSSSHB
76(FIN) am S, and recommended that the members vote no.
