Pursuant to adjournment the House was called to order by Speaker                                    
Kott at 10:20 a.m.                                                                                  
                                                                                                    
Roll call showed 31 members present.  Representative Kapsner had                                    
been previously excused from a call of the House today.                                             
Representatives Anderson, Croft, Heinze, Kerttula, McGuire, Moses,                                  
Rokeberg, and Weyhrauch were absent and their presence was noted                                    
later.                                                                                              
                                                                                                    
The invocation was offered by the Chaplain, Marie Helm of the                                       
Christian Science Church.  Representative Meyer moved and asked                                     
unanimous consent that the invocation be spread on the journal.  There                              
being no objection, it was so ordered.

    our minds to see new possibilities where we perceive                                            
    limitation.  Let our debates be tempered by respect for the                                     
    innate value of each member of this body, and let compassion                                    
    keep us ever mindful of the needs and hopes of the individuals                                  
    today's work will affect.  May Your grace direct and guide us                                   
    so that our decisions reflect Your wisdom and the actions we
