01 Adding additional land and water to the Creamer's Field Migratory Waterfowl Refuge;                                     
02 designating the House of Wickersham as the official residence of the lieutenant governor and                            
03 making the House of Wickersham available for other uses; and relating to per diem claims by                             
04 the lieutenant governor that are related to the location of the official residence of the

12            Owner's Association, Inc., by Bargain and Sale Deed recorded January 19,                                     
13            1989, in Book 606, Page 586, Fairbanks Recording District;                                                   
14                 (6)  the E1/2SW1/4SE1/4NW1/4 and the E1/2NW1/4SE1/4NW1/4                                                
15       lying south of Farmers Loop Road and the W1/2SE1/4SE1/4NW1/4 and the                                              
16       W1/2NE1/4SE1/4NW1/4 lying south of Farmers Loop Road of Section 28 in                                             
17       Township 1 North, Range 1 West, Fairbanks Meridian;                                                               
18                 (7)  the E1/2SW1/4 and the NW1/4SW1/4 of Section 26 in Township 1                                       
19       North, Range 1 West, Fairbanks Meridian except for that portion conveyed to the state                             
20       by Warranty Deed recorded May 22, 1990, in Book 663 at Page 989 Fairbanks                                         
21       Recording District.                                                                                               
22    * Sec. 2. AS 44.19.020 is amended by adding new subsections to read:                                               
23            (b)  The House of Wickersham in Juneau is designated as the official residence                               
24       of the lieutenant governor. The House of Wickersham shall be                                                      
25                 (1)  used as the living quarters for the lieutenant governor and as a                                   
26       place for the conduct of official and ceremonial duties of the lieutenant governor, and                           
27       shall be available for use by the Alaska Historical Commission established under                                  
28       AS 41.35.300;                                                                                                     
29                 (2)  managed to maintain its historical integrity; and                                                  
30                 (3)  shall be available for public tours and events.                                                    
31            (c)  If the House of Wickersham is not used as the primary residence of the                                  
01       lieutenant governor and the lieutenant governor is in Juneau for state business, the                              
02       lieutenant governor may claim per diem, but shall reimburse the state for the cost of                             
03       accommodations.
